As WSDOT has expanded its routine computation and publication of vehicle delay estimates on state roadway corridors, it appears that the current process produces estimates that may not be sufficiently reliable. In particular, some delay estimates vary more significantly from year to year than WSDOT staff believe to be reasonable. It is unclear how much of this variation is actually occurring on the roadway, how much is caused by limitations in the data available for use in the computations, and how much is caused by limitations in the software systems and procedures used to process the data and compute delay. This project will explore these issues in order to provide WSDOT with the information necessary to improve its delay computations and better meet the needs of its own and federal reporting requirements.
